Added colour manager. Does not lots of things for now, can be tested with ./testSvgColourManager.py ../maps/Blank_Map_Africa_1932.svg > test.svg (reload a few times if changes not apparent).

Does not seem to work yet on the other maps of the sample. Will investigate
later.
