Peering session this evening with @Duranzed

For reference, to launch unit tests from Arcanist was broken as Xdebug was invoked without code coverage support.

Rebased.

It's possible to call Salt from Complector to the relevant server with salt <server name>, or in the other way around with salt-call.

the nginx vhost uses args["anubis_port"]. I don't see anubis_port defined in this diff.

The refactor looks good, but Harbormaster reports unit test fails in:

• omnitools/tests/DateTime/DateStampTest.php
• omnitools/tests/Reflection/CodeClassTest.php

Harbormaster reports unit test failures on omnitools/tests/HTTP/URLTest.php, also the exception message changed in beautifyQuery() from "Unexpected encoding value" to "Unexpected value", while normalizeQuery() keeps "Unexpected encoding value".

• new file called in reactor.conf : set-linux-routes.sls

Updated new ips for DNS and corrected wolfplex zone
